Dear Mr. President,

On 22 February 2010 the Hungarian National Assembly approved a bill submitted by the prime ministerial candidate of the Socialist Party that makes Holocaust denial punishable. As per amendment who denies Holocaust in the limelight of publicity, disputes it or indicates its act in an insignificant way can be condemned by up to three years in prison.

As the holder of the European Citizen Price, we consider it our duty to formulate our scruples in connection with the amendment, namely because it offends the right to the freedom of speech and it makes a difference between victim and victim.

Difference between victims and victims – acceptable European practice?

  In 1944/45 genocide was proceeding in Vojvodina. Serbian partisans slaughtered more than ten thousands innocent Hungarians. In Szenttamás (Srbobran), where the citizens commemorate the executed ones every year, some 750 men were murdered and approximately 450 men have been pursued away. (In Szenttamás 6000-6500 Hungarians lived at that time.)

After this year's commemoration I had a talk with Csaba Andróczky, the colleague of the Human Rights Center from Vojvodina about the Hungarian massacres and the European reaction of the bygones.

Do we deal enough with the issue of the 1944/45 Hungarian massacres?

From a certain point of view, we could say that an improvement has happened compared to the past decades, but even to the 1990’s. In the very beginning, it was necessary to start with factually revealing, supporting with evidences if possible that these events have certainly occurred, since the Serbian state has contested the gravity of these cases through several decades.  The historical VMDK (Democratic Community of Vojvodinan Hungarians) has laid down the first milestone with the commemorations organized to the memory of the victims. Due to this, the “public consciousness” may have found out about the committed horrors. Parallel with the organization of the commemorations, the fact revealing literature has also came to light that tried to give a true description of the murdering or expelling of more than ten thousand innocent Hungarians in Vojvodina.

Zsolt Becsey's recommendation: "European Citizen" prize to the Human Rights Center in Szenttamás   

 The European Parliament is founding a new award: they give the European Citizen prize this spring first for those who outstandingly support our Continent’s intellectual and human coalition, for the inhabitants understanding each other. The European representatives had the right to nominate. Considering the aim of the medal Zsolt Becsey (EPP-ED, Fidesz) did not proposed a person for this prize but a nongovernmental institution: the Human Rights Center operating in Vojvodina – Szenttamás.

Without the confession of slaughters in Vojvodina Serbia cannot become member of the EU

Zsolt Becsey (EPP-ED, Fidesz) representative of the European Parliament proposed in his press release on 16 December 2008 in Strasburg that one of the preconditions of Serbia’s future joining to the European Union should be that Belgrade officially admits the holocaust committed by the titoist guerrillas in Vojvodina in 1944-45 in which – according to the estimations – forty thousand Hungarians and two hundred thousand and sixty Jew people fell victim to, with the invented accusation of “their collective culpability”.

ABOUT INDICATIONS OF HEIGHTENING INTER-ETHNIC TENSIONS IN BAČKA WITH CONTINUATION OF DISCUSSION ABOUT REMAKING THE PAST

 
   Abstract: clearer indications of heightened tensions in inter-ethnic relations in Bačka are worrying. The risk is additionally increased by persistent unequal position of the members of national minorities in employment opportunities in public services, especially in the police force, and their unequal position in efficient participation in public life. The problem becomes even more complex when the problem of vendetta against Hungarians was reencountered, which is necessary and needed, but which at this moment does not help calming down the situation. On the other hand, the state is obviously ready to solve this problem permanently, which is encouraging. This can be seen in: a) preparation of the Law on National Councils of National Minorities; b) renewal of the Ministry for Human and Minority Rights and appointment of four deputies of the Protector of Citizens; c) criminal charges for criminal offences on inciting and stirring up racial, religious and national hatred which are pressed more promptly now.

European Citizen Prize

 On 20 June 2009 in the city hall of Szenttamás Zsolt Becsey, Hungarian European parliamentarian representative handed over the prize of the European Parliament, the European Citizen Prize in the name of five hundred million European citizens. The fact that the Human Rights Center – officiating outside the union – obtained such European prize even more so raises the rank of the honour.
